Foley Hoag LLP has expanded its widely recognized Energy practice with a new team of New York State based attorneys led by partner Noah Shaw and including associates Peter Ross and Sarah Main. As New York’s renewable energy sector continues to grow, their additions will strengthen the firm’s capabilities with respect to strategic, regulatory, financial and policy matters arising in clean technology and renewable energy industries. All are resident in the firm’s New York office. 

Shaw, Ross and Main bring substantial experience assisting clients across every aspect of the energy economy. Their deep expertise in regulatory, transactional, project development, mergers and acquisitions and related matters – particularly with respect to New York State’s fast-growing renewable energy sector – will complement Foley Hoag’s already deep Energy practice. Shaw, Ross and Main join Foley Hoag from the law firm of Hodgson Russ LLP.

With 18 years of legal, government affairs and public policy experience in state and federal agencies and private practice, Shaw has helped to shape the policy and regulatory framework for the renewable energy economy in the state of New York and throughout the country. 

Previously, Shaw held the position of general counsel and secretary of the Board of Directors of the New York State Energy Research and Development Authority (NYSERDA), and before that was senior advisor to the general counsel at the U.S. Department of Energy. While at NYSERDA, Shaw led all authority legal work related to establishment of the State’s Clean Energy Standard, Offshore Wind Program, and solar and storage programs, among other initiatives. He earned a Juris Doctorate from Northeastern University School of Law and a Bachelor of Arts from Brandeis University. 

Ross previously worked as the Director of Policy and Business Development for a national developer, builder and operator of commercial-scale solar and energy storage systems and has served as the Chair of the Policy Committee for the New York Solar Energy Industries Association. Ross holds a Juris Doctorate from New York University School of Law and a Bachelor of Arts degree from Harvard University. 

Main served as NYSERDA staff counsel for the authority’s distributed generation initiatives, working closely with the solar and energy storage programs, in particular, with respect to all regulatory and contracting matters. Main received her Juris Doctorate from Elisabeth Haub School of Law at Pace University with a Certificate in Environmental Law and a Bachelor of Arts degree in Environmental Studies and Political Science from Saint Michael’s College.
