Former Deputy General Counsel for the NYDFS Monique E. Holmes Joins Arnold & Porter's Financial Services Practice in New York

Arnold & Porter announced today that Monique E. Holmes has joined the firm's Financial Services practice as counsel, resident in New York.

Most recently, Ms. Holmes served as Deputy General Counsel for the New York State Department of Financial Services (NYDFS). In this role, she oversaw the Banking Unit of the Department's Office of General Counsel and provided legal counsel to the Superintendent and Executive in the Banking Division's units. She analyzed and interpreted the New York Banking Law, the New York Financial Services Law, and regulations to determine compliance by state-chartered banks, New York State-licensed branches of foreign banking organizations, and credit unions. She handled applications by foreign banking organizations with New York State-licensed branches that wished to restructure their US operations and/or establish intermediate holding companies. She also worked with foreign and federal bank regulators to assess the resolution plans of foreign banks with New York State-licensed branches. Ms. Holmes has advised on enforcement actions, investigations, and FinTech matters. She began her career in private practice.

Ms. Holmes earned her JD from Syracuse University College of Law, where she was an editor of the Syracuse Law Review. She received her LLM, magna cum laude, from Fordham University School of Law, where she received the Actum Foundation Prize, awarded to the graduating LLM student in the banking, corporate and finance law program who attained the highest cumulative grades. She earned her BA from the University of Virginia.
