Microsoft has officially started to roll out Windows 10 version 1903, called the May 2019 Update, to everyone. Originally released to Insiders for testing on April 8th, Microsoft has now made it available to everyone.
According to an announcement by Microsoft, their month long testing by Windows Insiders has shown that the Windows 10 May 2019 Update is ready to be made available to all users.
For users who wish to install it now, they can go to Settings -> Update & Security -> Windows Update and then check for new updates. If the update is available in your region, it will not be installed automatically, but rather offered as an available "Feature update to Windows 10, version 1903" that you can choose to "Download and install now".
While the feature update is generally available, Microsoft has stated that they are throttling its availability so it may not be listed when you check for updates. If you are not seeing the update, you should check again throughout the day until it is available in your region.
As part of Microsoft's new Windows Update experience, once you install the Windows 10 May 2019 Update, you will be asked to schedule a time when you wish to install it.

Older Windows 10 versions to be auto-updated in June
Microsoft has stated that their new Windows Update experience will allow users running supported versions of Windows 10 to install new feature updates when they wish.
For those, running older versions that are unsupported or near to end of support, they will automatically update to the newest feature update.
Starting in June, Microsoft will begin updating Windows version 1803 (April 2018 Update) and earlier to version 1903.
For Windows 10 devices that are at, or within several months of reaching, end of service, Windows Update will automatically initiate a feature update; keeping those devices supported and receiving the monthly updates that are critical to device security and ecosystem health. The Windows 10 April 2018 Update (Windows 10, version 1803) will reach end of service on November 12, 2019 for Home and Pro editions. Starting this June, we will begin updating devices running the April 2018 Update, and earlier versions of Windows 10, to ensure we can continue to service these devices and provide the latest updates, security updates and improvements. We are starting this machine learning (ML)-based rollout process several months in advance of the end of service date to provide adequate time for a smooth update process.

I can confirm that the USB drive issue is still present and preventing updates to 1903. I just tried it in the shop on multiple machines and each one failed when using the USB ISO created by the creation tool. Luckily we are only testing on a few machines atm so it wasn't too big of a hassle to download the update on the 2 machines we use for testing.

There's a typo on the article:
"Starting in June, Microsoft will begin updating Windows version 1703 (April 2018 Update) and earlier to version 1903."
1703 was the creators update (2017), the April 2018 update was 1803
