The <a href="https://www.washingtonpost.com/graphics/local/dc-maryland-virginia-coronavirus-cases/">number of known coronavirus cases</a> in the District, Maryland and Virginia was 81,125 on Tuesday, with 41,546 cases in Maryland, 32,145 in Virginia and 7,434 in the District. The number of virus-related deaths reached 2,081 in Maryland, 1,041 in Virginia and 400 in the District, for a total of 3,522 fatalities.

Here are some of the most significant recent developments as the region responds to the pandemic of <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?arc404=true">the novel coronavirus</a>, which causes the disease covid-19:

• The District, Maryland and Virginia announced 93 new covid-19 fatalities, the highest in five days. Maryland reported 58 covid-19 fatalities and 1,784 new cases — the highest single-day increase in infections. The spike coincides with more than 7,100 new test results received, one of the highest in one day since the governor set a goal of testing 10,000 people daily.

• A 15-year-old in Maryland has died after testing positive for the coronavirus, officials said, marking the first pediatric death in Baltimore County associated with the pandemic. The teenager had “symptoms of an inflammatory syndrome associated with COVID-19 infection that has been documented in children in New York and other locations,” according to a statement from local officials.

• The Virginia Supreme Court on Tuesday rejected an appeal by a gym owner who was seeking to reopen Gold’s Gyms that were shuttered by business restrictions prompted by the coronavirus.

• D.C. Mayor Muriel E. Bowser said she spoke to President Trump on Tuesday and made the case for the District receiving the same covid-19 relief funding as the 50 states. As part of the federal coronavirus relief legislation, all states received at least $1.25 billion, but the District was treated as a territory and instead received nearly $500 million.

Virginia health officials on Tuesday released more information about the state’s first case of an inflammatory syndrome associated with covid-19.

The illness, known as “multisystem inflammatory syndrome in children” (MIS-C), struck a child in the Fairfax health district.

“The child was hospitalized on May 5 and has since been discharged and is recovering at home,” state health officials said in a news release. “To protect privacy, no other patient information will be disclosed.”

MIS-C is a health condition first reported in the United Kingdom in April, the health department said. The first U.S. cases were reported in New York City in early May.

Symptoms for the syndrome, which can cause problems with a child’s heart and other organs, may include persistent fever and low blood pressure.

“Most children with MIS-C have fever lasting several days and may show symptoms of irritability or decreased activity, abdominal pain without another explanation, diarrhea, vomiting, rash, conjunctivitis, lack of appetite, red or cracked lips, red or bumpy tongue, or swollen hands and feet,” the department said in a written statement.

Virginia Health Commissioner Norman Oliver provided information and guidance to the state’s doctors in a letter Friday.

“I urge all health care providers in Virginia to immediately report any patient who meets these criteria to the local health department by the most rapid means,” Oliver’s letter said. “All Virginians should take steps to avoid exposure to COVID-19 by practicing social distancing, frequent hand washing and wearing cloth face coverings if appropriate.”

The department urged parents to watch for persistent fever and contact a pediatrician if their child seems especially ill.

The Virginia Supreme Court on Tuesday rejected an appeal by a gym owner who was seeking to reopen Gold’s Gyms that were shuttered by business restrictions prompted by the coronavirus.

Merrill Hall, who owns several gyms in the state, wanted the state’s highest court to reverse a lower court’s refusal to issue a temporary restraining order that would have allowed the gyms to reopen until a broader lawsuit could be heard.

Hall argued in legal filings that his business would not survive an order issued by Virginia Gov. Ralph Northam (D) closing many nonessential businesses in response to the pandemic. That order was issued at the end of March and began being lifted in parts of the state on Friday.

Hall has 1,100 employees and 56,000 customers at his gyms.

“I’m proud that my team and I were able to protect these reasonable, effective and life-saving measures,” Virginia Attorney General Mark Herring wrote in a tweet about the ruling.

An attorney for Hall did not immediately respond to a request for comment.

The lawsuit was one of a handful challenging Northam’s coronavirus-related order in the courts. In another case, an indoor shooting range convinced a judge to issue a temporary restraining order allowing it to reopen. Range owners argued Virginians’ right to bear arms was being violated by the closure.

A former employee at the MedStar Washington Hospital Center claims she was fired for raising red flags on social media about what she contends were a lack of safety precautions by the hospital against the spread of the novel coronavirus.

According to a lawsuit filed Friday in D.C. Superior Court, Sarah Cusick’s social media posts also prompted the hospital’s management to ask her to remove tweets, which she did.

“They called her in and said, ‘We want you to remove the posts, this is hurting MedStar’s brand,’ ” Cusick’s attorney, Lynne Bernabei, told The Washington Post. “Essentially this is a whistleblower’s claim.”

So Young Pak, the hospital’s director of media relations, told The Post the facility has not yet been served with the lawsuit and “thus cannot offer any comment.”

Cusick began working at the MedStar Washington Hospital Center in January 2018. According to her legal complaint, she was a hearing-and-speech assistant and her job entailed conducting newborn hearing screenings and assisting on speech language pathology diagnostics, as well as administrative duties.

The heart of Cusick’s legal complaint stems from what she claims was a failure of the hospital’s administrators to properly screen patients and others for covid-19 symptoms at the entrances to the facility. For example, by March 13, the hospital “had still not implemented any procedures for screening patients, visitors or members of the public upon entrance to the hospital, in clear violation of CDC recommendations,” the lawsuit alleges.

Cusick claimed she made her concerns known to her higher-ups. But after a new protocol was introduced for screening people entering the facility on March 16, Cusick alleged the guidelines were ignored. She also said she observed as social distancing measures were not being enforced in the hospital’s cafeteria.

The situation prompted Cusick to reach for her phone and tag the hospital in a Twitter post on“@MedStarWHC can we please follow @_DCHealth guidelines for eating in common areas?,” she wrote on March 16 under a video she posted of the busy cafeteria, according to images provided to The Post.

A day later, Cusick again brought the issue up on Twitter, this time tagging the District’s mayor.

“@MayorBowser why are cafeterias like this inside the hospitals not being held to the same standards as other public cafeterias/mass gatherings?,” she wrote on March 17, according to an image. “Please help protect our healthcare workers and the public @MedStarWHC currently has an open door policy, this is a public access cafeteria.”

With screening still allegedly not going on at the hospital’s entrances, on March 18 Cusick recorded an interview on her phone with an unidentified security guard who acknowledged individuals walking through the entrances were not being checked at the security desk. Cusick uploaded the clip.

“I am posting this because I care for our patient safety,” she wrote later. “I have spoken to my superiors during our briefing and advocated for multiple precautionary measures that are recommended by the CDC, WHO, and @MayorBowser and have not seen action on the ‘frontlines.’ ”

According to the complaint, Cusick was called into a conference room that same day, where members of management told her she had violated “her social media contract and had violated patient and employee rights” under HIPPA.

“They further stated, tellingly, that it was inappropriate for Ms. Cusick to post things like this to social media because it made MedStar’s ‘brand’ look bad.”

In tears, Cusick agreed to delete the tweets and maintained “she had consistently voiced her concerns” to her superiors “to no avail,” according to the lawsuit. Social media was a last resort to get management’s attention, she claimed.

After the meeting, Cusick was forced to turn over her hospital identification badge, and all her subsequent work shifts were canceled, the lawsuit claimed.

President Trump took a swipe at Virginia Gov. Ralph Northam at a White House event with farmers on Tuesday, suggesting the “crazy” Democrat’s support for gun control had put the state’s potatoes at risk.

“We’re going after Virginia, with your crazy governor,” Trump said. “We’re going after Virginia. They want to take your Second Amendment away. You know that, right? You’ll have nobody guarding your potatoes.”

Northam, a native of Virginia’s rural Eastern Shore, shot back on Twitter this afternoon.

“I grew up on a Virginia farm, Mr. President — our potatoes are fine,” Northam wrote. “And as the only medical doctor among our nation’s governors, I suggest you stop taking hydroxychloroquine. Let’s all get back to work.”

Northam was referring to the drug that Trump said Monday he was taking as protection against the novel coronavirus. Using the drug for that purpose is controversial, due to potentially deadly side effects and a lack of evidence that it prevents the illness.

The salty exchange was a social-media smash, with thousands weighing in on Twitter. Some mocked Trump.

“Starting a Civilian Potato Defense Force,” tweeted a Democratic state delegate from Fairfax, who’d changed his Twitter handle to “Marcus ‘I’ll guard your potatoes’ Simon.”

“We’ll arm ourselves with butter knives and graters and boiling oil -- because, who knows, we might get hungry.”

Some mocked Northam, in part for offering medical advice to someone who’s not his patient.

“You know … his body / his choice,” tweeted an NRA pistol instructor who goes by Susanna M. “Isn’t that how it goes?”

And some simply stuck up for the tubers caught in the crossfire.

“I’m from #Idaho,” someone tweeted under the handle pigneedle. “I can confirm that potatoes need little to no protection. They spend most of their natural lives underground and instinctively practice social distancing.”

Three employees of a D.C. Giant grocery store have tested positive for the novel coronavirus, a spokesman said in a statement Tuesday.

Daniel Wolk said the employees worked at the grocery’s location in the 4300 block of Connecticut Avenue NW.

“We can confirm that the last associate to test positive has not worked since May 15 and we immediately took the precaution of requiring this associate, as well as additional associates that were working with the affected individual, to quarantine themselves,” the statement said. “They will all receive sick pay during their period of recovery and quarantine. We also took the necessary precautions to thoroughly clean and disinfect affected areas of the store.” 

Giant has also established one-way aisle traffic to encourage social distancing, installed plexiglass shields at cash registers and reserved daily shopping hours of 6 a.m. to 7 a.m. for seniors and those with compromised immune systems, according to Wolk. Shoppers must also wear masks.

Virus Outbreak Maryland

Gov. Larry Hogan (R) announced Tuesday that people who have been exposed to the coronavirus but are not showing symptoms will be able to get tested for the coronavirus at state-run testing sites.

Hogan said asymptomatic people will be able to receive the tests without an appointment at one of the state testing sites.

“This will help doctors diagnose and treat new cases more quickly, and it will further increase the safety of our state for all citizens,” Hogan said in a statement.

Last week, Hogan began reopening Maryland, allowing certain retail stores, churches, manufacturing companies and barbershops to open their doors for the first time since he ordered a shutdown.

On Tuesday, he said the state has administered 200,000 tests and has tested 3.5 percent of its population. He also announced Tuesday that the state will open two additional sites at vehicle inspection stations in Clinton and Hyattsville in Prince George’s County. The county has been hard hit by the coronavirus, experiencing the most cases and the most deaths in the state.

Over the weekend, the leaders of the county’s House and Senate delegations sent a letter to Hogan accusing him of dismissing the needs of the county. The letter blasted the Hogan administration for dismissing requests for personal protective equipment such as masks and gowns for hospital workers and testing kits.

Hogan also signed an executive order that authorizes pharmacists to order and administer coronavirus tests. The order coincides with new federal guidelines to pay pharmacists for Medicare beneficiaries, the governor’s office said.

The World Health Organization said an adequate testing program has 3 to 12 percent of tests come back positive. In Maryland, the three-day average rate for positive cases is 19 percent as of Tuesday.

D.C. Mayor Muriel E. Bowser said she spoke to President Trump on Tuesday and made the case for the District receiving the same covid-19 relief funding as the 50 states.

Bowser tweeted that she talked to Trump about advocating for Congress to “make D.C. whole” with an additional $775 million in direct aid.

As part of the federal coronavirus relief legislation, all states received at least $1.25 billion. But the District was treated as a territory and received about $500 million, even though the District pays federal taxes, unlike territories, and is generally treated as a state for federal funding purposes.

Bowser’s description of the call came shortly after the president tweeted about additional grants for the Metro under federal relief legislation, while personally congratulating the D.C. mayor. Virginia and Maryland also oversee the transit system.

Bowser tweeted that Metro funding “will help our region reopen &amp; recover.” 

The mayor’s office did not immediately offer additional comment on their call.

One of the largest fitness companies in the District is mobilizing its 15,000 members to push the mayor’s office to allow gyms to reopen in the first phase of recovery.

In a Monday email, Vida Fitness urged members to email and call the mayor’s office to urge that gyms be among the first nonessential businesses allowed to resume operations. Officials suggested members tout the importance of exercise for a healthy immune system.

“We believe we have the means and methods to protect our members and our employees uniquely and more effectively than almost any other retail establishment out there,” David von Storch, president and founder of Vida’s parent company, said in an interview.

He said his facilities would reopen with a host of social distancing measures, with visits scheduled by appointment, temperature checks upon entry and face masks required. He also added that the gyms could assist city officials with contact tracing by providing names and contact information for anyone who may have come into contact with infected members.

The advocacy comes as an advisory group on reopening the District formed by the mayor is set to issue recommendations this week. With the District on track to meet metrics to lift social distancing measures, the mayor said she may have a reopening date Thursday, when she will update residents on the advisory group’s recommendations.

The current restrictions are set to expire June 8. A spokeswoman for the mayor declined to comment ahead of the Thursday briefing.

Von Storch has been in touch with the leaders of a committee focused on open spaces and recreation but got a cool reception.

Tommy Wells, director of the D.C. Department of Energy and Environment and co-chair of the recreation committee, said in a Monday email that fitness gyms will not be included in a Phase 1 opening.

“Outdoor programming with low intensity activities will be first,” Wells told Von Storch. “Let me assure you, if our committee had place[d] gyms in the first phase, it would have been removed by the chairs above us.”

Von Storch said the city needs to provide more flexibility to struggling businesses depending on their ability to impose social distancing measures.

“Our losses right now exceed probably 6 million [dollars],” he said. “It’s unsustainable.”

A 15-year-old in Maryland has died after testing positive for the coronavirus, officials said, marking the first pediatric death in Baltimore County associated with the pandemic.

Baltimore County spokesman Sean Naron said the girl was admitted to Johns Hopkins Hospital on May 11 and died there on Saturday from a multi-system inflammatory syndrome linked to covid-19. It is the same syndrome documented in New York and elsewhere, which has been described by medical professionals as a Kawasaki’s-like illness.

“Any loss of life from this virus is tragic, but the loss of a child is devastating,” Baltimore County Executive Johnny Olszewski said in the statement. “Our prayers are with the family and loved ones of this young person.”

He went on to say, “This is a stark reminder that this virus spares no one, and that we all must remain vigilant in our efforts to stay home, socially distance, and limit the spread of this deadly disease.”

Gregory Wm. Branch, health officer for Baltimore County, said in a statement the pandemic is “real, it is here, and it is lethal.”

Baltimore County has reported 4,920 cases of the coronavirus and 247 deaths as of Tuesday. The county said it also has 16 additional deaths that are “believed to be virus-related,” officials said.

Children’s National reports two cases of rare illness in children with covid-19

The District, Maryland and Virginia on Tuesday announced 93 new covid-19 fatalities, the highest in five days after an usual weekend dip in reported fatalities.

Maryland reported 58 covid-19 fatalities and 1,784 new cases — the highest single-day increase in confirmed infections since the pandemic started.

The spike in cases coincides with more than 7,100 new test results received, which is also one of the highest in one day since the governor set a goal of testing 10,000 people daily. Maryland now has 41,546 known cases and 2,081 deaths.

Virginia disclosed 27 new deaths and 1,005 new cases, which are both higher than the seven-day average for new fatalities and positive test results. That brings the state’s total to 1,041 deaths and 32,145 cases.

The new victims include eight Fairfax County residents and three Prince William County residents. The District reported eight new fatalities — all over age 60 — raising the total death toll to 400. The city also disclosed 164 new cases of the coronavirus, bringing the total number of known positive test results to 7,434.

As of Sunday, the District was at nine days of declining community spread of the virus — which is different from the raw number of new positive test results — and five days away from hitting the threshold to begin reopening, officials said Tuesday.

Local Known coronavirus deaths and cases in D.C., Maryland and Virginia

The annual Chincoteague Pony Swim on Virginia’s Eastern Shore has been canceled for the first time since World War II because of the coronavirus outbreak.

The pony swim became well known after the 1961 movie “Misty,” which was based on the book “Misty of Chincoteague,” by Marguerite Henry. Chincoteague and nearby Assateague Island are known for their free-ranging herds of wild horses. An annual pony swim in the summer between the two spots draws thousands of visitors.

The event is run in large part by the Chincoteague Volunteer Fire Co. Foals are auctioned the day after the swim, which officials say helps to keep the herd from growing too large. The event raises money for the fire department, which cares for the ponies on the island.

In a statement posted Monday on its <a href="https://www.facebook.com/CHINCOTEAGUE-VOLUNTEER-FIRE-CO-129598427055278" target=_blank>Facebook </a>page, Alex Tucker, president of the Chincoteague Volunteer Fire Co., said that “after carefully analyzing the three phases” for Virginia, the board of directors voted to cancel the event. The swim was to start July 2.

“This was not an easy decision to make, with the last pony penning being canceled over 78 years ago” during World War II, he said. This year was to be the 95th anniversary of the event.

He added, “we know how much this community loves this fire company and supports our carnival but with the restrictions put into the phases to prevent the spread of the coronavirus, it was the only logical decision to make.”

He said the foals of the pony herd will be sold in an online auction. Details of how that auction will work are still being worked out, according to organizers. A date for the online auction has not been set.

Virginia Gov. Ralph Northam announced Monday that the city of Virginia Beach can open its beaches to sunbathing and swimming Friday — part of a gradual rollback of restrictions in most parts of the state that began last week. Harder-hit Northern Virginia, Richmond and Accomack County have been excluded until at least May 28 from the reopening of places of worship and nonessential businesses.

State officials have watched for signs that the spread of the novel <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?tid=lk_inline_manual_5&itid=lk_inline_manual_5&itid=lk_inline_manual_127">coronavirus</a> is slowing before allowing Virginia to enter Phase 1 of its <a href="https://www.governor.virginia.gov//media/governorvirginiagov/governor-of-virginia/pdf/Forward-Virginia-Presentation-5.4.pdf">reopening plan</a>.

Those decisions depend on a few key metrics: namely, downward trajectories in the rate of infection and number of people who are sick, plus indications the state has sufficient testing, protective equipment and monitoring in place to deal with a potential surge.

Here is what is open in some parts of the state — and the latest on the benchmarks state and local officials are using to decide whether reopening is safe.

James Weaver saw his first harpsichord during a high school field trip from his hometown of Danville, Ill. to the Smithsonian National Museum of Natural History in Washington, D.C. With no guards in sight, he later told friends, he snuck over and pushed down a key. But no sound came out of the unrestored, antique stringed keyboard instrument.

Years later, when he became a music curator at the Smithsonian in 1966, Weaver made the instruments in the museums sing. During his four decades at the what is now the National Museum of American History and the Smithsonian Institution’s performing arts department, he brought in musicians, storytellers and dancers, and used the museum’s collection of more than 5,000 instruments to recreate historical music.

“People would come to the American History museum and there were two or three things they wanted to see — the flag, the First Ladies gowns, and Dorothy’s slippers,” said Howard Bass, a lute player who worked with Weaver at the National Museum of American History. Weaver also pushed his colleagues to “make a museum a living place” full of sound and movement.

He was 82 when he died in April after contracting covid-19.

The state of Virginia is investigating Fairfax County Public Schools over allegations it has failed to provide equal learning opportunities to students with disabilities during the <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?tid=lk_inline_manual_1&itid=lk_inline_manual_1&itid=lk_inline_manual_140">coronavirus</a> shutdown, as mandated by state and federal law.

The Virginia Department of Education opened its investigation Monday, according to documents obtained by The Washington Post. The investigation is based on a complaint filed this month by five parents on behalf of their six children, all Fairfax County students with disabilities, including dyslexia and autism.

Under federal law, children with disabilities attending public school must receive a special course of instruction known as an Individual Education Plan, or IEP, meant to ensure they have the same learning opportunities as students without disabilities. But a few weeks after schools shut down, according to the complaint and other documents obtained by The Post, FCPS told parents it was pausing these plans until brick-and-mortar schooling resumes.

“Students have sustained lost educational opportunity where FCPS has materially failed to implement their IEPs,” the complaint says.

FCPS spokeswoman Lucy Caldwell said the school district, which educates 189,000 students across Northern Virginia — 28,400 of whom follow IEPs — has received the complaint and is reviewing it. She confirmed that IEPs “will be implemented when we resume school” and said officials are working to develop temporary learning schedules for these students in the interim.
