The <a href="https://www.washingtonpost.com/graphics/local/dc-maryland-virginia-coronavirus-cases/">number of known coronavirus cases</a> in the District, Maryland and Virginia was 52,695 on Tuesday, with 27,117 cases in Maryland, 20,256 in Virginia and 5,322 in the District. The number of virus-related deaths reached 1,390 in Maryland, 713 in Virginia and 264 in the District, for a total of 2,367 fatalities.

Here are some of the most significant recent developments as the region responds to the pandemic of <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?arc404=true">the novel coronavirus</a>, which causes the disease covid-19:

• Maryland officials have leased a massive ice-skating complex in Laurel for use as a temporary morgue during the coronavirus crisis.

• Ocean City will open its boardwalk and inlet starting Saturday, officials said, but cautioned that a stay-at-home order is still in effect.

• Virginia Gov. Ralph Northam (D) said he expects to ease some restrictions on nonessential businesses soon, but D.C. Mayor Muriel E. Bowser on Tuesday urged residents to remember that the city is under a stay-at-home order and to use caution as the coronavirus outbreak continues.

• The District, Maryland and Virginia added 108 known coronavirus-related deaths on Tuesday, with most of them in Maryland, as well as 1,625 new cases across the three jurisdictions.

A federal judge in Virginia on Tuesday signed off on a plan to remove the witness requirement for ballots cast by mail in the June 23 primary election in response to the coronavirus pandemic.

Virginia Attorney General Mark R. Herring (D) last week entered a preliminary agreement with the League of Women Voters of Virginia after the group filed a lawsuit with the American Civil Liberties Union over concerns that the signature requirement could make it too difficult for some residents to vote.

The agreement pertains to the June primary, with a decision on other elections this year pending. The organizations are encouraging the State Board of Elections to proactively remove the witness requirement for the November elections.

“Voting is the cornerstone of our democracy and must be preserved during the COVID-19 pandemic,” Eden Heilman, legal director of the ACLU of Virginia, said in a statement announcing the agreement. “We’re pleased the court agrees that waiving the witness requirement is a reasonable measure to help voters stay safe without giving up their right to vote.” 

Under the current process, a voter who submits an absentee ballot by mail must open the ballot in front of another person, fill out the ballot, and then have that other person sign the envelope before it is returned. Now, voters who do not think they can safely find a witness will not be forced to do so.

Elections Commissioner Chris Piper declined to comment Tuesday because the litigation is ongoing.

Ice Rink In Laurel, Maryland Being Used By State As Temporary Morgue

Maryland officials have leased a massive ice-skating complex in Laurel for use as a temporary morgue during the coronavirus crisis.

“It’s a sad but needed resource,” said Prince George’s County Council member Thomas E. Dernoga (D-District 1),  who confirmed the lease Tuesday. “It drives home where we are.”

Gardens Ice House is a 150,000-square-foot facility that has an 1,800-person capacity and includes three indoor rinks and an outdoor rink. It has been closed to the public since March 14, according to its website, because of concerns about the coronavirus.

Maryland Department of Health spokeswoman Charlie Gischlar   confirmed Tuesday that the state has one temporary morgue that is operational but declined to name the location. He said the facility “provides a high-level of dignity and respect for the deceased as they await transport to a funeral home or mortuary facility.”

Prince George’s County Executive Angela D. Alsobrooks’s  spokeswoman, Gina Ford,  said the county was not part of the planning process for the site.

“As far as we know, the state believed this would be a suitable location,” she said in a statement.

Maryland-National Capital Park and Planning Commission  police are providing security for the facility, which is on land owned by the commission, said Executive Director Asuntha Chiang-Smith.

Gardens Ice House General Manager Billy Carr  did not respond to requests for comment.

Maryland Gov. Larry Hogan (R) provided an update Tuesday on the state’s supply of critical protective gear needed to ensure the safety of front-line workers during the coronavirus pandemic. Since late March, the state said it has received daily deliveries to its warehouses. Among the supplies collected: 600,000 N95 masks; 47,000 gallons of hand sanitizer; 3.5 million gowns; and 5,000 infrared thermometers.

“One of the biggest challenges Maryland and our nation have faced in battling coronavirus has been ensuring we have a steady supply of PPE for our health care workers, first responders, and essential employees,” Hogan said in a statement announcing the Maryland Manufacturing Network Supplier Portal.

“This portal offers a one-stop-shop where manufacturers of PPE and other essential items can connect with the buyers that need these items the most and help us address critical supply chain demand.” 

Hogan has said that a sufficient supply of personal protective equipment is needed before the state can consider lifting his stay-at-home order designed to contain the virus. The announcement Tuesday does not detail how much equipment is still in stock or how close the state is to reaching its preparedness goals.

Coronavirus Pandemic Causes Climate Of Anxiety And Changing Routines In America

Ocean City is reopening its beach and boardwalk to the general public earlier than expected in order to gauge how crowds behave before warmer weather draws more visitors, Mayor Rick Meehan said Tuesday.

In an interview, Meehan clarified the provisions of the reopening of the boardwalk and inlet, now scheduled for Saturday – a week earlier than planned.

For more than a month those areas have been closed to all but local residents. They will now be open to anybody, including non-resident property owners, who were previously excluded.

City officials are walking a fine line, reopening the popular tourist spot even as they encourage continued compliance with Gov. Larry Hogan’s stay-at-home order, which could be interpreted as barring people from traveling to the shore from other towns.

“We are not encouraging people to travel, and we are not encouraging people to violate any order that Gov. Hogan has in place,” Meehan said.

Meehan said he also hopes that people who do visit the beach and boardwalk will practice physical distancing of at least six feet and avoid congregating in groups of 10 or more. He said the decision on whether to wear a mask would be left up to visitors.

He said city officials will be counting on voluntary compliance, but will assess and change course if the reopening isn’t going well – for instance, if densely packed crowds develop similar to the now-notorious scenes on the beaches of South Florida early in the pandemic.

“We’re going to have to rely on people doing the right thing,” Meehan said. “If we don’t get compliance and we do experience problems, we’ll have to make that decision at that time as to how to react.”

Ocean City has about 7,100 year-round residents and hosts about 8 million visitors a year, with the majority of them coming in the summer months, according to the town’s website.

D.C. As President Trump Claims Untested Power To Adjourn Congress In Nominee Fight

Legal advocates at the Georgetown University Law Center filed a constitutional<a href="https://www.washingtonpost.com/context/children-of-immigrants-unfairly-denied-coronavirus-relief-advocates-say/f3f75660-abe1-44dd-b956-8d59cb80b590/?tid=lk_inline_manual_1&itid=lk_inline_manual_1&itid=lk_inline_manual_51"> challenge</a> Tuesday on behalf of millions of children who are U.S. citizens and have been denied $500 coronavirus economic relief payments because one or both of their parents are undocumented immigrants.

The <a href="https://www.washingtonpost.com/context/children-of-immigrants-unfairly-denied-coronavirus-relief-advocates-say/f3f75660-abe1-44dd-b956-8d59cb80b590/?tid=lk_inline_manual_2&itid=lk_inline_manual_2&itid=lk_inline_manual_52">lawsuit </a>argues that a provision of the federal Cares Act “violates the equal protection principles” of the Fifth Amendment by prohibiting payments for children of parents who file taxes using an individual taxpayer identification number (ITIN), a substitute for a Social Security number that is used mostly by immigrants without legal status.

The lawsuit names Treasury Secretary Steven Mnuchin as a defendant and asks a federal judge in Maryland to impose an immediate injunction and grant class-action status to the plaintiffs, who seek payment under the $2 trillion stimulus package passed in March.

Demographers estimate that 80 percent of the 5 million children of undocumented immigrants in the United States are born in this country to parents who are <a href="https://www.washingtonpost.com/video/national/coronavirus-is-wreaking-havoc-on-the-economy-its-hitting-hispanic-workers-harder/2020/04/03/8b2cde9d-c76d-40b8-80bc-94695edd7dfa_video.html?tid=lk_inline_manual_6&amp;itid=lk_inline_manual_6&itid=lk_inline_manual_54">disproportionately employed</a> in industries undergoing <a href="https://www.washingtonpost.com/business/2020/04/30/weekly-jobless-claims-unemployment/?tid=lk_inline_manual_6&amp;itid=lk_inline_manual_6&itid=lk_inline_manual_54">mass layoffs.</a> Their parents, according to advocates, are also likely to be in high-risk jobs that keep society running — such as meatpacking, farming, food production, and restaurant and custodial work, as well as personal services including health and child care.

“Immigrants make up almost a fifth of front-line workers during this pandemic. It is an absolute outrage that we are relying on immigrant families to care for our loved ones and provide our essential supplies and yet denying their children the support they are entitled to as U.S. citizens,” said Nicholas Katz, senior manager of legal services for Casa, a D.C.-area immigrant advocacy organization that helped bring the lawsuit filed by the Georgetown Law Center’s Institute for Constitutional Advocacy and Protection.

A spokeswoman for the Justice Department did not immediately respond to a request for comment.

The newest member of Congress, Rep. Kweisi Mfume (D-Md.), was sworn in Tuesday morning — from a distance.

His wife, Tiffany Beth Mfume, held a family Bible and stood between the Baltimore-area congressman and House Speaker Nancy Pelosi (D-Calif.), a little further apart than usual, for the ceremonial swearing-in. The trio slipped off their masks as cameras clicked.

Pelosi welcomed back the congressman, who held the seat 24 years ago and was elected last week to complete the term of his longtime friend, the late congressman Elijah E. Cummings.

“We’re told we’re not supposed to spend a lot of time,” Pelosi said. “Now we’re going to have a picture with the Maryland delegation — spaced.”

Members representing Maryland, except the lone Republican, Rep. Andy Harris, stood staggered and spaced several feet apart for a photo. Some, like Rep. Jamie Raskin, who wore a Maryland flag mask, kept their faces covered for the shots, while others discreetly nudged their masks to their chins.

On the House floor moments earlier, Majority Leader Steny H. Hoyer (D-Md.), wearing a blue mask, introduced Mfume, and Pelosi administered the oath of office in the nearly empty Chamber.

In his first floor remarks of his new term, Mfume said he returns to Congress, “against the backdrop of covid-19 and in the midst of our nation’s greatest health crisis of the 21st century. Simultaneously, we’re also locked in the nation’s greatest economic collapse, where there are now families and individuals who haven’t had a paycheck in weeks as they struggle to buy food and to pay bills.”

He told reporters he planned to go to Cummings’s office, close the door and spend a few minutes communing with his friend’s memory before leaving the Capitol.

“It does feel like the delegation is complete again,” Raskin said by phone later, calling Mfume an “instant player” in the House.

When members of the House return to Washington, Democrats will decide whether Mfume will regain his seniority from his previous nine years of service, which is likely; his committee assignments have not yet been announced.

Virginia Gov. Ralph Northam (D) said he expects to ease some restrictions on nonessential businesses soon, but D.C. Mayor Muriel E. Bowser on Tuesday urged residents to remember that the city is under a stay-at-home order and to use caution as the coronavirus outbreak continues.

During a WHUZ radio interview, Bowser (D) said, “We want D.C. residents, D.C. government employees to be very careful and to know that the stay-at-home order is in effect in D.C.”

The mayor repeated that the city would eventually reopen in phases.

“We don’t have a cure. We don’t have a vaccine,” she said. “Any phased reopening is going to trigger an increase in infection.” Bowser added: “People in D.C. have to understand their vulnerabilities. You can infect your household and end up in an emergency room, in an ICU or on a ventilator.”

On NBC 4, Bowser said the city expected that May would be “the month where we saw our cases peak,” with more hospitalizations. She said city officials are looking for “a sustained decrease in our positive cases.”

The city has recorded spikes in cases in two neighborhoods in particular: the 16th Street Heights area and Columbia Heights. Bowser said outreach to vulnerable populations in those areas is being done.

Regarding Virginia’s plan to reopen some businesses — with social distancing measures in place and other significant changes — Bowser said, “There is concern about community transmission if people are going out for nonessential business and bringing the virus back to your household.”

Bowser said Northam has to “look at what’s on the ground for his jurisdiction.” She added that the national capital region includes the Virginia economy and that she knows the governor is “going to make the best decision” for his state.

The D.C. mayor said going to other jurisdictions as they ease restrictions “could put us all at risk.”

The District, Maryland and Virginia added 108 known coronavirus-related deaths on Tuesday, with most of them in Maryland, as well as 1,625 new cases across the three jurisdictions.

The District on Tuesday reported six new coronavirus-related deaths for a total of 264. Officials said the city also added 152 new infections.

In Virginia, 29 new deaths were reported, along with 764 new cases. Fairfax County reported three new deaths, the lowest number in four days. Nearby Loudoun County added six deaths and 37 new infections.

More than 20,000 Virginia residents have contracted covid-19, of whom 2,773 have been hospitalized.

Maryland added 73 deaths on Tuesday, the highest number since April 25, when 77 new fatalities were reported.

The stated also reported 709 new cases and 138 new hospitalizations. The number of patients hospitalized continued to increase after a three days of consecutive decreases last week. More than 27,000 Maryland residents have been infected with covid-19 and 1,390 have died.

Across the District, Maryland and Virginia, there have been 2,367 fatalities and 52,695 known positive cases.

The D.C. region has been under stay-at-home orders for more than a month, and unemployment rates have skyrocketed as the region has battled the coronavirus outbreak.

Pharmaceutical giant Pfizer began testing multiple versions of an experimental coronavirus vaccine in healthy young people in the United States this week, a first step toward establishing the safety, dosage and most promising candidate to take into larger trials that will test effectiveness.

In an unusual trial design that signals the pressing need to find a vaccine against covid-19, Pfizer is initially testing four versions of the vaccine, side by side. Typically, companies spend years on animal experiments and select a single promising candidate to put into human testing, but the drugmaker decided to create a flexible trial that could rapidly sift out the best option.

The trial, initially centered at the University of Maryland School of Medicine and New York University Grossman School of Medicine, administered the first five vaccinations to people Monday. Four out of five people in the study will receive experimental vaccinations, and one will receive a placebo.

“This is a whole new world of doing these trials,” said Kathy Neuzil, director of the Center for Vaccine Development and Global Health at the University of Maryland School of Medicine. “We’ve done many of these [vaccine] trials, but here we’ve done it with covid precautions: screening everybody before they even come into the building, taking temperatures, masks, participants spread out in the room rather than everyone sitting together.”

A total of 13 personnel with the Fairfax County Fire Department have tested positive for the coronavirus, an increase of one since numbers were last reported a week ago, the department announced.

A total of nine of the sickened personnel have recovered and returned to work, while four are recovering, the department said. An additional five members of the department remain in quarantine.

The department continues to fully staff all of its stations.

Several other local fire departments have reported cases of workers having tested positive for the coronavirus. About a month ago, the District had more than 430 police officers and firefighters from both its departments out on quarantine.

The number of people in the District dying outside hospitals spiked as the novel <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?tid=lk_inline_manual_1&itid=lk_inline_manual_1&itid=lk_inline_manual_104">coronavirus</a> started its sweep through the nation’s capital, raising concerns that people suffering a wide range of critical ailments are not seeking medical attention.

Some of those people contracted the virus; the city has so far confirmed such deaths at home for three residents. But officials suspect many of the deaths are not related to the virus and may be the result of heart attacks, drug overdoses or other causes.

Tests are still pending in most of the cases, and a clear picture of the deaths might not be known until at least July.

The deaths occurred in private residences and other buildings, including nursing homes, and outdoors. They are people who were deceased when first responders arrived at a call or could not be resuscitated before being rushed to emergency rooms.

Doctors at <a href="https://www.washingtonpost.com/health/patients-with-heart-attacks-strokes-and-even-appendicitis-vanish-from-hospitals/2020/04/19/9ca3ef24-7eb4-11ea-9040-68981f488eed_story.html?tid=lk_inline_manual_7&itid=lk_inline_manual_7&itid=lk_inline_manual_108">hospitals have noticed a dearth of patients</a> who once filled their cardiac wards and other treatment wings. “They are worried those patients are not seeking their care and are finding themselves in my care,” said Roger A. Mitchell Jr., the District’s chief medical examiner.

Republican elected officials might be in short supply statewide in Maryland, but two of the most prominent in this blue state disagree sharply on when it is safe to begin returning to normal life during the <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?tid=lk_inline_manual_2&itid=lk_inline_manual_2&itid=lk_inline_manual_112">coronavirus</a> pandemic.

Gov. Larry Hogan (R) has resisted pressure to lift his stay-at-home order and said it’s too soon to safely reopen the state, despite weekend gatherings of protesters who disagree and plans <a href="https://www.washingtonpost.com/dc-md-va/2020/05/04/coronavirus-dc-maryland-virginia-live-updates/?tid=lk_inline_manual_3&itid=lk_inline_manual_3&itid=lk_inline_manual_113">announced Monday by Virginia Gov. Ralph Northam (D)</a> to begin to roll back restrictions after May 14.

However, Rep. Andy Harris, the only Republican in the Maryland congressional delegation and an anesthesiologist, says low-risk businesses and churches should reopen immediately, provided they require customers and worshipers to socially distance and wear masks.

Arnold Hudson Sr. started working as a correctional officer at the D.C. jail in 1997, just a year after he married his wife, Diane.

Before that, he spent six years as a guard at the now-closed Lorton prison. Ensuring the safety of incarcerated men and women, and providing them some guidance, Hudson believes, is a noble profession.

Hudson, 52, never worried about an inmate hurting him. If you show inmates respect, he says he learned over the years, they will return it in kind. Still, Hudson always had his eyes open for possible trouble.

But it was the danger Hudson could not see that he thinks he brought home from the jail. In March, both he and his wife fell ill. Her coughing became so severe that she was rushed to a D.C. emergency room and tested positive for the novel <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?arc404=true&tid=lk_inline_manual_4&itid=lk_inline_manual_4&itid=lk_inline_manual_122">coronavirus.</a> ­Diane Robin-Hudson was hospitalized for 10 days, an agonizing time for Hudson, who was not allowed to visit and could only get updates from harried nurses over the phone.

Days later, Hudson, too, tested positive for the coronavirus. His last day at work was March 25, the day his wife went to the hospital. It was also the day the city announced its first positive coronavirus test among inmates.

“My job comes with risk. I get that and accepted that years ago. But my wife, my family, shouldn’t be in danger just because I went to work every day to put food on the table,” Hudson said, his voice cracking over the phone. “How do I live with this?”
