The number of <a href="https://www.washingtonpost.com/graphics/local/dc-maryland-virginia-coronavirus-cases/">known coronavirus cases</a> in the District, Maryland and Virginia stands at 20,064 on Thursday, with 10,791 cases in Maryland, 6,919 in Virginia and 2,354 in the District. The number of virus-related deaths was 459 in Maryland, 210 in Virginia and 81 in the District, for a total of 750 fatalities.

Here are some of the most significant recent developments as the region responds to the pandemic of <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?arc404=true">the novel coronavirus</a>, which causes the disease covid-19:

• Fewer residents in the Washington region filed for unemployment benefits last week than the prior week, but the numbers remain sharply higher amid a regional and national economic shutdown. In the District, Maryland and Virginia, 177,450 residents filed for jobless claims in the week that ended April 11.

• Gov. Larry Hogan (R) said he is working on a plan to reopen Maryland, but now “would be the worst possible time” to lift restrictions. Hogan’s comments came hours before he was scheduled to have a conference call with President Trump, Vice President Pence and the nation’s governors to discuss federal guidelines to reopen the U.S. economy.

• Virginia’s shutdown of nonessential businesses will extend until May 8. The closure of hair salons, movie theaters and other non­essential businesses had been set to expire next week before Gov. Ralph Northam (D) extended it, and his stay-at-home order remains in place until June 10. D.C. Mayor Muriel E. Bowser (D) extended a public health emergency until May 15 that had been set to expire after April 24.

A manager for Montgomery County’s Ride On bus fleet has become the county government’s first employee to die of the coronavirus.

Michael Miller, 60, had worked for the county since 2011 and was most recently a member of the Montgomery County Department of Transportation Transit Services Division based in the Silver Spring/Bethesda Depot. He lived in neighboring Prince George’s County.

Miller had stopped coming to work March 30 after experiencing symptoms associated with the virus. He received his test results the week of April 7 and died April 15, officials said in a statement.

“Mike worked hard every day to make sure buses left the depot in good condition, and on time, to serve the residents of Montgomery County,” MCDOT Director Chris Conklin said. “All of his co-workers in the Silver Spring/Bethesda Depot and the Department of Transportation are mourning the loss of a great friend and colleague.”

As of Thursday afternoon, 2,722 residents in Prince George’s County have been diagnosed with covid-19, and 80 of them have died. On Thursday, Montgomery County Executive Marc Elrich (D) ordered county flags to be lowered to half-staff in Miller’s honor.

Northam Meets with Doctors

Virginia’s Republican Party on Thursday attacked Gov. Ralph Northam’s decision this week to extend his order for nonessential businesses to remain closed until May 8. With the region’s economy at a standstill and 254,000 Virginians filing jobless claims during the first two weeks of the month, the state GOP urged Northam (D) to develop a plan to reopen the state “as quickly and as safely as possible.”

“Northam has spoken in platitudes about the sacrifices in Virginia, but the reality for thousands of small businesses and their employees is stress and desperation,” Jack Wilson, the state GOP chairman, said in a news release. “They need to see that the Governor has an actual plan to get them back to providing for their families.”

Northam has said that social distancing measures — such as keeping schools closed and shutting down movie theaters, hair salons and other nonessential businesses — appear to be working in Virginia, where there were 6,919 known cases of coronavirus infections with 210 covid-19 deaths as of midday Thursday.

Like Maryland Gov. Larry Hogan (R) and D.C. Mayor Muriel E. Bowser (D), Northam has warned that relaxing those restrictions too soon could lead to another spike in coronavirus cases.

“When people say it’s time to stop what we’re doing and go back to normal, they’re wrong,” he said Wednesday.

The shutdown order for businesses was set to expire next week before the governor extended it. A separate stay-at-home order remains in effect until June 10.

A business group made an urgent plea to the D.C. Council on Thursday for tax abatements and other help for restaurants, retailers, hotels and other businesses devastated by the economic shutdown, forecasting a wave of bankruptcies and permanent closures.

“If we can just keep the heart beating, that’s what this is about,” said Monty Hoffman, founding member of the newly formed group DC2021 and chairman of Hoffman &amp; Associates. “It’s not making profits, it’s trying to keep these businesses and the jobs they create going.”

Hoffman and other business owners told council members that many entrepreneurs are contemplating getting out.

“For a lot of businesses, they’re paying yesterday’s bills with today’s revenues, and when that spigot is cut off, the avalanche is overwhelming,” said Andy Shallal, DC2021 member and owner of the restaurant chain, Busboys and Poets. He said if the council doesn’t act quickly, the District stands to lose a substantial portion of its business tax base.

“This cannot be an issue of months,” Shallal said. “This has to be an issue of days, and maybe weeks at the most. For many businesses that I’ve talked to and many restaurateurs that I’ve talked to, the idea of folding is very real."

The group’s presentation contemplated a partial reopening in the summer, but projected business to suffer for many more months.

“I believe we are looking at a year or more time frame,” said Richard Lake of Roadside Development. Government help could mean “the difference between losing 40 percent of these businesses or losing 70 percent of these businesses,” he said.

Amid the calls for jail and prison population reduction to decrease the spread of the coronavirus, officials in Loudoun County this week succeeded in dropping the population of its juvenile detention center to zero.

The holding facility for teens charged with serious crimes had no residents on Monday or Tuesday, but one teen was returned Wednesday after leaving a youth shelter, Loudoun Commonwealth’s Attorney Buta Biberaj said Thursday. The juvenile jail typically has around 10 residents, but that number was down to five in recent weeks.

Biberaj credited Loudoun’s juvenile court judges and juvenile probation office with “making sure we’re keeping the kids in the communities, and leaving detention for a last resort.” She said the reduction to zero had been gradual, with juvenile authorities “making sure to find the best place for them. We’re not putting dangerous people out there, covid or no covid,” referring to covid-19, the disease caused by the coronavirus.

Biberaj said last year’s elections in Loudoun and elsewhere, with increased focus on criminal justice overhaul, “forced a lot of individuals to look differently at how we’re incarcerating juveniles. This was a culture change starting last year.”

Biberaj was elected in November after longtime Loudoun prosecutor Jim Plowman became a circuit court judge. She said the pandemic “might be a blessing in disguise. If we can safely keep kids in the community with covid, why can’t we do it without covid? We might reconsider how we use detention, and maybe do it better.”

D.C. officials urged residents Thursday to complete census forms online and request mail-in ballots to prevent coronavirus exposure as nine new covid-related deaths and 153 new positive cases were announced.

In a news conference, Mayor Muriel E. Bowser (D) said the District’s “fight for equality is not over” after it was designated a territory and received less coronavirus relief money in a federal aid package.

To address this shortfall, she said, city residents should complete the census.

“Our emergency funding is directly tied to the census,” she said. “It is especially important to D.C. residents to complete the census this year.” 

Andrew Trueblood, the director of the D.C. Office of Planning, said census results are used in formulas determining how much federal relief funding the city receives.

Response rates were at about 46 percent, he said, a number which lagged behind the national response rate and needed to increase. Residents can complete forms online, by phone or by email.

“Now is as important a time to complete the census as any,” he said. “You don’t have to leave your house.” 

D.C. was intentionally classified as a territory in virus-aid bill, lawmakers say

Michael Bennett, chair of the D.C. Board of Elections, said there will be at least two voting centers open in each ward for the June 2 primary, and voters will also be able to cast ballots in person for Ward 2′s special election on June 16.

However, he encouraged all voters to request mail-in ballots from the board of elections website or by calling 202-741-5283. An app was also available to request ballots, Bennet said, but cautioned it did not always work on Android devices.

Fifteen thousand requests had already been received, he said, calling the number “a pretty good start” in a city with 460,000 registered voters.

“We’re really very focused on making sure you can vote safely,” he said. “Please do everything by mail.”

The D.C. Jail said Thursday that 61 inmates have tested positive for the novel coronavirus. Of those inmates, 40 have recovered, jail officials said, and returned to general population. No information was provided on whether those inmates who have recovered have been given another test.

The jail said five of the positive cases were housed in the jail’s Central Detention Facility. That is an increase from the two inmates who tested positive in that unit a week earlier. Until last week, all of the inmates who tested positive were in the jail’s Correctional Treatment Facility, which makes up about 54 of the positives.

This week, the jail reported its first inmate to die from the virus. More than 400 inmates in the jail have been released since the pandemic emerged, jail officials said.

The Democratic members of the Maryland congressional delegation are calling on Gov. Larry Hogan (R) to take additional steps to stop the spread of the novel coronavirus in the state prison population.

In an initiative led by Sen. Chris Van Hollen and Rep. Jamie B. Raskin, the members have sent a <a href="https://www.vanhollen.senate.gov/imo/media/doc/MD%20Delegation%20Letter%20to%20Hogan%20re%20Prisons%20and%20Covid%20[FINAL].pdf" target=_blank>letter</a> urging the governor to take “aggressive actions,” including commuting sentences of inmates who pose little risk to public safety and using some federal funds to purchase personal protective equipment and other resources needed by prison staff.

The request follows the death earlier this week of an inmate of the coronavirus. Advocates and other elected officials, including Attorney General Brian E. Frosh (D), have been pushing for weeks for Hogan to take stronger action to address the coronavirus in the correctional facilities and the impact it could have on workers and their families.

“We are concerned that an outbreak of covid-19 within Maryland’s correctional system would endanger the health of all — surrounding communities, correctional staff, first responders and inmates,” the letter reads.

The delegation said it appreciates Hogan’s effort to increase hygiene and create isolation units for covid-19 patients, but “the sharp increase in confirmed cases of covid-19 amongst the state’s prison population illustrates the need for more action.”

The letter notes that U.S. Attorney General William P. Barr and governors across the country have ordered the release of vulnerable, high-risk inmates to home confinement.

“The continuing spread among inmates puts them, the staff, and the medical personnel assigned to the correctional facilities at risk,” the letter reads.

The letter is signed by Van Hollen and Sen. Ben Cardin; Raskin and U.S. Reps. John Sarbanes, David Trone, Steny H. Hoyer, C.A. Dutch Ruppersberger and Anthony G. Brown.

The number of coronavirus cases in the District, Maryland and Virginia passed 20,000 on Thursday morning, with health departments in each jurisdiction continuing to report high numbers of new cases.

Sixty-seven new deaths were reported across the three jurisdictions, fewer than Wednesday, when a record 93 new confirmed fatalities were reported.

There were 459 coronavirus-related fatalities in Maryland as of Thursday morning, a jump of 46 from Wednesday. The state is now counting probable deaths, which officials say refer to patients whose death certificates list covid-19 as the cause of death but who have not had their samples confirmed by a laboratory test. The Washington Post is including both confirmed and probable deaths in its tally for Maryland.

There were 10,791 cases reported in Maryland on Thursday, up 753 from Wednesday. The District added 153 positive cases, bringing its total to 2,354, while Virginia added 393, bringing its total to 6,919, according to The Post’s tally.

There were eight new fatalities reported in the District, bringing its total to 81, and 13 new deaths in Virginia, for a total of 210.

In Maryland, Prince George’s County has the most with 2,722 cases, followed by Montgomery County with 2,133 cases. The Virginia health district with the most positive tests is Fairfax County with 1,376 cases, followed by Prince William County with 661 cases.

Virus Outbreak-Maryland

Gov. Larry Hogan (R) said he is working on a plan to reopen Maryland, but now “would be the worst possible time” to lift restrictions.

“In the Baltimore-Washington corridor we’re just really still heading up that curve,” Hogan said Thursday on NBC’s “Today” show.

“Everybody wants to get our economy back and get people back to work and get our small businesses open, but we also want to make sure we do it in a safe way, that we’re not just ramping things back up and endangering the lives of thousands of people.”

Hogan said he has been meeting with experts for several weeks about what it would look like to try to get back to “some type of normalcy.”

Hogan’s comments came hours before he was scheduled to have a conference call with President Trump, Vice President Pence and the nation’s governors to discuss federal guidelines to reopen the U.S. economy.

Earlier this week, Trump asserted he had “absolute authority” in deciding when states would rescind orders that closed businesses.

Hogan, who is chairman of the National Governors Association, said there was “a little bit of tension” between Trump and governors on both sides of the aisle over the remarks the president later appeared to walk back.

Hogan said with different states at varying points in the curve, it will be necessary for governors to decide when they reopen. He said federal guidelines will still be “helpful.”

“It’s great to have a federal partner. There are many things the federal government can do to help the states,” he said. “They may come up with some good information that we can all share, but ultimately it is going to be the governors that have to make these decisions.”

Hogan said part of the strategy to reopening involves increased testing. He said the goal is 10,000 tests a day. The current daily average is 3,000.

“We believe we’re going to get there in the next several weeks,” he said. “This has been the No. 1 stumbling block in America, the lack of availability of testing, and you really can’t get to any point where you can reopen the country until, not just in my state, but across the country, until we can do much, much larger-scale testing.”

In Maryland, Hogan extended the closure of nonessential businesses to May 10. A ban was extended in D.C. until May 15 and in Virginia until May 8.

In the District, Maryland and Virginia, 177,450 residents filed for jobless claims in the week that ended April 11, according to Labor Department <a href="https://www.dol.gov/sites/dolgov/files/OPA/newsreleases/ui-claims/20200632.pdf" target=_blank>numbers released Thursday</a>.

In the District, 9,904 claims were filed during that time, down from 15,329 the week earlier. Marylanders filed 60,823 claims during that time, down from 109,489 the week before. Virginians filed 106,723 claims, vs. 147,369 from a week earlier.

Unemployment has continued to rise as the Washington region remains under stay-at-home orders and only essential businesses such as grocery stores stay open. The shutdown has forced thousands of businesses to furlough or lay off workers.

Nationally, another 5.2 million people filed unemployment claims last week, officials said. In the last month, more than 22 million people have filed for unemployment in the United States, making it one of the worst periods of job losses. The nation has not seen this level of job loss since the Great Depression.

There’s not too much to chuckle about these days as the region copes with the covid-19 outbreak, but one Maryland police department got some laughs this week with a post on social media.

The Taneytown Police Department posted on Facebook: “Please remember to put pants on before leaving the house to check your mailbox. You know who you are. This is your final warning.” 

Taneytown Mayor Bradley Wantz said Friday that the Facebook post was not prompted by a citizen complaint but was put up by someone with “a sense of humor.” 

He said the police department’s Facebook page often has facts and information along with jokes or things that are entertaining. He said many residents “found it hysterical.” But said he had gotten comments and emails that some “people are mad about it.” 

“We’re hearing from people across the nation,” he said. He said the post was put up by a police officer who helps run the social media page for the department. 

“People got a kick out of it,” Wantz said. “Some people don’t understand the joke.” 

One person, Jeff Davis, commented that, “as long as they wear a face mask, live and let live.” 

Another person, Kevin Sperry, wrote, “look if Tony Soprano taught me anything is that boxers and a robe is the only acceptable way to get the mail.” 

Taneytown, population about 7,000, is in Carroll County about 60 miles north of the District.

Four more inmates at the D.C. Jail have tested positive for coronavirus, a city official said Sunday, bringing the total number of infections among inmates to 18. Seven of the jail�s correction officers have also tested positive for the infection, an at..

Staff shortages prevent the D.C. jail from keeping inmates six feet apart to limit the spread of the novel <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?tid=lk_inline_manual_1&itid=lk_inline_manual_1&itid=lk_inline_manual_111">coronavirus</a>, with one guard monitoring up to 45 prisoners, court-appointed inspectors told a U.S. judge Wednesday.

Painting a squalid if not shocking portrait of sickness behind bars, the inspectors — two veteran D.C. criminal justice experts — said inmates with the virus are isolated and prohibited from showering or cleaning their cells. The inmates are also barred from contacting loved ones or attorneys and cannot change soiled clothes, linens or masks for the duration of the illness, inspectors said.

The findings from three days of unannounced visits since Friday were laid out by inspectors Grace M. Lopes and Mark Jordan, appointed as part of a lawsuit brought by the ACLU of D.C. and the D.C. Public Defender Service seeking the urgent release of prisoners.

Across the 1,442-prisoner system, inspectors found inmates lack adequate cleaning equipment and training to disinfect cells, toilet areas and communal areas.

“They are resorting to ripping up their T-shirts and using them to clean,” Lopes told U.S. District Judge Colleen Kollar-Kotelly during a two-hour teleconference.

Right now, in the nation’s capital, a man with intellectual disabilities is in a house, fighting covid-19, with the help of a person who chose to quarantine with him.

That person is not a relative or a longtime friend or even a neighbor.

He works for one of the city’s many disability service providers, and he is now spending his days separated from his family, sleeping in a home where two roommates with intellectual and developmental disabilities have tested positive for the virus. One of the roommates is in the hospital, and the other needs help in ways that require more than a casual touch.

“We’re bathing people, we’re feeding people, we’re changing people,” explains Danielle Darby, the chief operating officer of RCM of Washington, one of the largest disability service providers in the District. “We’re brushing teeth.”

And they are doing all that with limited protective gear.

Leia Surovell woke on Tuesday feeling hopeful. Everything was still horrible in the world the virus wrought, but it was the first day of online learning for Fairfax County Public Schools since campuses closed a month ago. To Surovell, a high school senior, it felt like a small return to normalcy.

She styled her hair and dressed nicely, in jeans and a long-sleeved white sweater, for the first time in weeks. She forwent her usual bagel for a special breakfast of Nutella-and-banana toast. She sat down at her laptop, pulled out a notebook and logged in.

The first message arrived 30 minutes into AP Environmental Science.

“F--- you, yiu smell like gay,” someone whose username contained several expletives wrote in a class group chat. Another user joined and selected a username that included the n-word. Someone named “lil uzi #6” lamented that the <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?tid=lk_inline_manual_4&itid=lk_inline_manual_4&itid=lk_inline_manual_128">coronavirus</a> quarantine prevented sexual activity during lunch break.

Surovell reached for her buzzing phone: “What was that,” a classmate had texted.

“I can’t believe this,” another replied.

Dr. Tanya Royster, the district's Department of Behavioral Health Director. and currently the interim head of St. Elizabeth's Hospital, in Washington, DC.

A member of the nursing staff at St. Elizabeths Hospital began coughing on March 20. He thought it was his chronic bronchitis flaring up, so he took his medication and took off work to recover. Over the next two days, his health deteriorated.

On March 25, he checked into MedStar Washington Hospital Center with a fever of 103 degrees, then was placed in intensive care and put on a ventilator. The next day, he tested positive for the novel <a href="https://www.washingtonpost.com/health/2020/02/28/what-you-need-know-about-coronavirus/?tid=lk_inline_manual_2&itid=lk_inline_manual_2&itid=lk_inline_manual_136">coronavirus</a>.

After more than three weeks in the hospital, he is hoping to be released later this week and is angry over the District’s early efforts to contain the spread of the coronavirus. Since about the time he was diagnosed, the disease has sickened dozens within St. Elizabeths and killed four.

“If we’re in a government building, and there’s a rumor that somebody’s got a gun, what are they going to do? They’re going to clear the building,” he said, speaking on the condition of anonymity for fear of losing his job. “If there’s a rumor that there’s someone with corona in the building a week or two weeks ago, why didn’t they take precautions?”

As coronavirus cases increase among patients and staff at St. Elizabeths, advocates say the hospital hasn’t done enough to protect those who live and work at the 165-year-old city-owned facility in Southeast Washington. Four patients at the facility — which houses civilly and criminally committed mental patients — have died of the coronavirus, while about 12 percent have tested positive and more than half are in quarantine.
