The Chicago City Council on Wednesday approved a $4.9 million settlement with the estate of a woman struck and killed by an off-duty police officer in 2017.The council’s Finance Committee approved the order during its meeting on Oct. 10, after First Assistant Corporation Counsel Renai S.
