NEW YORK - Governor Andrew Cuomo will deliver his third inauguration address from Ellis Island on New Year's Day.

The governor chose the location because he says it reflects the core values of the nation and the state.

More than 12 million immigrants passed through Ellis Island between 1892 and its closure in 1954.

A 1998 Supreme Court ruling found about 90 percent of the island is actually part of New Jersey.

But Cuomo's address will take place on the small chunk that belongs to New York.
