Syracuse, N.Y. – A sweeping change to the federal flood insurance program will mean higher rates for most Central New Yorkers who need the insurance.

Nearly 7 out of every 10 local homeowners with flood insurance are likely to see an increase, according to the Federal Emergency Management Agency, which oversees the program.
