Westchester officials have released their report about how utility companies responded to last winter's storms.
Two months ago, Westchester County Executive George Latimer blasted Con Edison and NYSEG, calling on the CEOs of the utility companies to resign because he says they inadequately responded to the back-to-back nor'easters that left hundreds of thousands of people in the dark.
From March until the end of May, Latimer teamed with Assemblyman David Buchwald and area municipalities to determine what went wrong in the first place.
The leaders shared their findings Monday and announced ways to prevent the problem from happening the next time severe weather strikes the region.
Recommendations include improving communication between the utility companies and residents. 
 
A spokesperson from Con Ed issued a statement saying in part, "We look forward to reviewing their recommendations as we continue working with community leaders on providing better information on storm preparation and response."
Latimer says he welcomes the progress.
"It was never a question about their professionalism. It was a question of their urgency," says Latimer. 
 
Buchwald is submitting the recommendations to the Public Service Commission and the utility companies for review.
